Notice of (Biennial) General Meeting

Mr. Stephen MacDonnell, Chairman of the National Executive Council and National President of the Royal Canadian Air Force Association is pleased to give notice of the (biennial) general meeting of the RCAF Association;

783 (Calgary) Wing and the General Meeting Host Committee are looking forward to meeting all of the delegates and Regular members of the RCAF Association;

Notice is hereby given, as required by the Constitution and By-Laws, that the 2nd Biennial General Meeting of the RCAF Association will be held in Calgary, Alberta 12 to 14 October 2018, with convention headquarters located at the Hotel Arts as described below. The following events are planned to occur during the business sessions (scroll to bottom of page to learn more about specific agenda proposals):

Introductions and Administrative Issues
Appointment of Scrutineers and Parliamentarian
a. Receive the reports of the National Executive Council;
1) National President’s Report;
2) Honorary National President’s Report;
3) Chairman Advocacy Committee’s Report;
4) Chairman RCAF Association Trust Fund’s Report;
b. Consider By-Laws that require approval or ratification (if any);
c. Receive the Audit report;
1) Final Budget Report (2017-2018);
2) First Quarter Budget Report (2018-2019);
3) Auditor’s Report RCAF Association;
4) Auditor’s Report RCAF Association Trust Fund;
5) Motion to Appoint Auditor for 2018-2019;
d. Elections for and appointments to the National Executive Council;
e. Consider resolutions that require approval or ratification (if any); and
f. Undertake such other business as may be required and appropriate.

The meeting will be held at the Hotel Arts located at 119 12 Ave SW, Calgary, AB T2R 0G8;

The meeting will take place over the dates 12 to 14 October 2018, inclusive, with a full day of business meetings on Saturday 13 October 2018 and a formal Remembrance Ceremony and visit to the Bomber Command Museum of Canada at Nanton, Alberta on Sunday 14 October 2018;

A detailed agenda for the aforementioned two days’ of activities will be released no later than 21 days prior to the opening of the first business session on Saturday 13 October 2018 at or about 8:30 AM (MST);

On the agenda will be an election of directors to the National Executive Council. For a list of the current directors, and members of the RCAF Association Trust Fund, please refer to the Table of Contents page for issue 41 no 4 of Airforce magazine. There are nine elected directorships to be filled by election. There are an additional three directorships filled by appointment. The Group Presidents comprise six of the nine elected directorships, but only three will see their term expire this year (Ontario, Quebec and Prairie Group). Elections for these three will be held at the Group level, and the individuals selected will then stand for affirmation during the electoral process at the biennial general meeting. The other three elected directorship vacancies will be on the agenda at the same meeting;

Any Regular member of the RCAF Association interested in serving on the RCAF Association Board of Directors (National Executive Council) may nominate themselves simply by writing to the Executive Director and including a photograph and biographical sketch;

Any Regular member of the RCAF Association may nominate another Regular member of the RCAF Association for a directorship on the National Executive Council;

If you choose to nominate a fellow member, you must advise the member and inform them of their obligations to confirm in writing (to the Executive Director) their willingness to accept the nomination;

Details pertaining to an informal activity on Friday 12 October 2018 will be confirmed on a registration form soon to be made available;

Unique Awards Alumni are encouraged to come equipped with their paraphernalia (Sidehill Gouger; Bigfoot; Golden Lobster, Ordre de la Tuque, etc…), as Unique Awards will also be presented at the General Meeting and alumni group photos will be taken;

The Hotel Arts is located in the downtown core, near to great shopping and other amenities;

On the agenda will be the proposal of ideas concerning the lead-up to the centenary of the creation of the RCAF, in 2024. The greater the participation of members, the better for our organization;

Agenda Items for Approval:

This first item is actually two-in-one. First, there is a final-end-of-year 2017-2018 audited budget report, showing the disposition of all funds, revenues and expenditures for the immediate past fiscal year, ending 30 June 2018. Secondly, there is a proposed budget for the year 2018-2019. Delegates (and proxies) are to offer a motion to accept the reports (and the budget figures presented therein), and approve the budget proposal for next year. The members’ authority to proceed with transactions for the current fiscal year (1 July 2018 to 30 June 2019) is contingent on approval of the proposed budget.

This second item is the Audited Financial Statement for the RCAF Association for the fiscal year 2017-2018, as provided by the members’-approved auditor, Mr. Ted Lupinski. Delegates (and proxies) are to offer a motion accepting the auditor’s report, and also offer a motion appointing Mr. Lupinksi as the RCAF Association auditor for the current fiscal year (2018-2019):

This third item is the Audited Financial Statement for the RCAF Association Trust Fund for the fiscal year 2017-2018, as provided by the members’-approved auditor, Mr. Ted Lupinski. Delegates (and proxies) are to offer a motion accepting the auditor’s report, and also offer a motion appointing Mr. Lupinski as the RCAF Association Trust Fund auditor for the current fiscal year (2018-2019):
