National Executive Director and Publisher | Designer Airforce Magazine

Dean accepted the appointment of Executive Director (RCAF Association) | Publishing Editor (Airforce Magazine) | Secretary (RCAF Association Trust Fund Board of Trustees) on 16 October 2006. He is responsible to the National Executive Council (Board of Directors) through the National President, for implementing the corporate policies and strategic directives of the National Executive Council; advising the National Executive Council on the effectiveness of the Association’s policies and procedures; maintaining liaison with applicable government agencies and departments relevant to the activities of the Association; and, organizing and supervising the conduct of National General Meetings and strategic board meetings. He is also responsible for liaising with all levels of the Association, working through Group and Wing Executives as required. Dean is also the Publishing Editor and Graphic Designer for Revue Airforce Magazine, the quarterly magazine published for the benefit of members and others interested in the narrative of Canada’s air force. Finally, Dean is also the Secretary to the Royal Canadian Air Force Association Trust Fund Board of Trustees. As Publishing Editor of Airforce Magazine, Dean is responsible for the operational management of production activities related to the magazine, and is solely responsible for the Association News column, and the Advocacy Section. Production activities include layout, content selection, printing, mailing and distribution.

Lieutenant-Colonel (Ret) Dean Black retired from the Canadian Forces after 30 years, having served as a tactical helicopter pilot and senior defence analyst responsible for corporate strategy, NATO operations and Asia-Pacific issues (DDA-4). Dean amassed more than 3,500 hours flying the CH-136 Kiowa, the CH-135 Twin Huey and the CH-146 Griffon helicopters during five domestic flying tours, and one United Nations operation (OP Pivot) in Haiti (1995). He commanded 403 (Helicopter) Operational Training Squadron, home of Canada’s tactical aviation Advanced Tactics & Doctrine training, and the Land Aviation Test & Evaluation Flight. He also served as Commanding Officer 1 Wing Headquarters in Kingston, while serving as the A4-Support (Logistics & Maintenance). Dean earned a B.Sc. (Applied Science) in 1981 and an M.A. (War Studies) in 2001, from the Royal Military College of Canada at Kingston, Ontario. He also earned an M.A. (Leadership-Innovation-and-Change or L.I.C.) from York St. John University, York, England, in 2016. As of October 2020, he has completed six of nine courses needed for an M.Sc. (Strategic Planning) with the Edinburgh Business School of Heriot-Watt University, in Edinburgh, Scotland. Dean graduated from the Canadian Land Forces Command and Staff College (1988), the Canadian Forces School of Aerospace Studies (1991) and the Canadian Forces College (1997), along with the Advanced Air Ground Operations School (AGOS) in Poole, UK and the National Institute of Defence Studies (NiDS) in Tokyo, Japan. He also completed the Canadian Society of Association Executive’s Certified Association Executive (CAE) and the Association of Strategic Planning (ASP) certification as a Strategic Management Professional (SMP).

Retail (Kitshop) Manager and Membership Enquiries

Dianne has a strong background in retail management, reception and membership administration duties. She served many years with Tree Canada, and has also worked with the Byward Market Business Improvement Association. Her computer software knowledge is vast, and her customer/stakeholder respect is first-class. Members are in good hands, with Dianne. The RCAF Association Kitshop is accessible on-line, and the office is open Monday to Friday from 9:30 to 3:30. Dianne works part-time on Tuesdays and Thursdays.


Wenjun Song
Accounting and Corporate Financial Records

“Wendy” began her role as comptroller for the RCAF Association on 7 February 2007. Wenjun brings years of accounting and business experience to the Association. She earned a B.Sc. (Electrical Engineering), a B.Comm. (Business Administration) and a Diploma/Certificate in Quality Control. She also earned a diploma in Accounting from Algonquin College in September 2012, after a three-year program of studies. Her advice informs development of annual budget proposals for the association’s Board of Directors, and her quarterly reports apprise the Directors on the progress being made on all budget line items, as the year unfolds. Wenjun also serves as Treasurer to the Royal Canadian Air Force Association Trust Fund Board of Trustees. Wenjun is always available to discuss issues and challenges Wing and Group Treasurers may experience, during their tenure.


Terry Leversedge, CD, Brigadier-General (Ret)

BGen (Ret) Terry Leversedge is the Editor-in-Chief of the RCAF Association’s Revue Airforce Magazine. As editor-in-chief, Terry is responsible for co-ordinating activities that contribute to the assembly of content for each issue of the magazine. He works closely with a team of Associate-Editors, and liaises with the Publisher | Graphic Designer on a frequent basis.


Richard Goette, Ph.D.

Dr Richard Goette is an air power academic and Canadian Air Force historian. He has an MA and PhD in History from Queen’s University, where he held Department of National Defence (DND) Security and Defence Forum (SDF) Master’s and PhD scholarships. He has taught Canadian military history, Canadian external relations, war and society, and command courses at several civilian and military universities. He has also worked in research and writing roles for the Canadian Armed Forces (CAF), including the Canadian Forces Leadership Institute and the Canadian Forces Aerospace Warfare Centre (CFAWC). At the Canadian Forces College, Dr Goette lectures on command, the profession of arms, air power, targeting, and the Royal Canadian Air Force (RCAF). He teaches residential and distance learning courses on the Joint Command and Staff Programme and National Security Programme, in addition to being a Master of Defence Studies supervisor. He participated in the 19th Summer Workshop on Analysis of Military Operations and Strategy, Columbia University Saltzman Institute of War and Peace Studies, at Cornell University, and also the RCAF’s Senior Command and Control Course at CFAWC. Dr Goette is an Associate Editor-in-Chief of the RCAF Association’s flagship publication, Airforce Magazine. He is also a Research Associate with the Laurier Centre for Military Strategic and Disarmament Studies in Waterloo, where he previously held a DND SDF post-doctoral fellowship. Dr Goette has published extensively in the fields of air force history, air power, naval history, leadership, and command and control. His work has appeared in a number of books and journals, including official DND and CAF publications. Dr Goette is active at conferences, having presented numerous papers at academic symposia. He is an Associate Air Force Historian with the RCAF Office of Air Force History and Heritage, and a member of a several organizations, including the RCAF Association, the Canadian Aviation Historical Society, and the Canadian Nautical Research Society.
