Dean Black is responsible to the National Executive Council (Board of Directors) through the National President, for implementing the policies and directives of the National Executive Council; advising the National Executive Council on the effectiveness of the Association’s policies and procedures; maintaining liaison with applicable government agencies and departments relevant to the activities of the Association; and, organizing and supervising the conduct of National Annual General Meetings and National Executive Council meetings. He is also responsible for liaising with all levels of the Association, working through Group and Wing Executives as required.
Dean retired from the Canadian Forces in January 2007, as a Lieutenant-Colonel, after 30 years of service as a tactical helicopter pilot and senior defence analyst. His last flying responsibilities were as Commanding Officer 403 (Helicopter) Operational Training Squadron, in Oromocto, New Brunswick. He has a B.Sc. (Applied) and a M.A. (War Studies) from the Royal Military College of Canada at Kingston, Ontario. Dean graduated from the Canadian Land Forces Command and Staff College (1988), the Canadian Forces School of Aerospace Studies (1991) and the Canadian Forces College (1997). He also completed the Canadian Society of Association Executive’s Certified Association Executive (CAE) two-year program. Dean is currently enrolled in the 3rd of four modules leading to an MA in Leadership-Innovation-and-Change (LIC) with the York St. John University (York, UK) – Robert Kennedy College (Zurich). The four modules focus on Leadership, Innovation, Change Management and Strategic Planning & Thinking. Dean anticipates presenting his dissertation in June 2015.
Dianne has a strong background in retail management, reception and membership administration duties. She served many years with Tree Canada, and has also worked with the Byward Market Business Improvement Association. Her computer software knowledge is vast, and her customer/stakeholder respect is first-class. Members are in good hands, with Dianne. The RCAF Association Kitshop is accessible on-line, and the office is open Monday to Friday from 9:30 to 3:30. Dianne works part-time on Tuesdays and Thursdays.
The Royal Canadian Air Force Association benefits from the talents of the association’s incumbent accounting and corporate records staff member. Wenjun brings years of accounting and business experience to the Association. She earned a B.Sc. (Electrical Engineering), a B.Comm. (Business Administration) and a Diploma/Certificate in Quality Control. Her cogent financial advice informs development of annual budget proposals for the association’s Board of Directors, and her quarterly reports apprise the Directors on the progress being made on all budget line items, as the year unfolds. Wenjun also serves as Treasurer to the Royal Canadian Air Force Association Trust Fund Board of Trustees. Wenjun is always available to discuss issues and challenges Wing and Group Treasurers may experience, during their tenure.
